Yep, can be sent with command prompt once your IQ is connected by USB to your PC (start -> run -> type "cmd")
You also have to set up your IQ to enable 'usb debugging' (its an advanced setting - should be able to find a post on here explaining that).
Then you can do all that adb stuff. - The rest you can figure out from reading the step by step guides posted.
