I have a kindle and I have created a custom column:

Lookup Name: collections
Column Heading: In Collection
Column type: text, but with a fixed set of permitted values
Value: To Be Read,Author:Christine Feehan, etc.

I then am able to create catalogs according to each of these values. Since I can't place a catalog in the collection, after creating I convert the catalog and then I'm able to place the catalog inside the collection on my kindle.

I always title the catalog starting with 00 and then the collection name for example, "00 To Be Read". This insures it is always at the beginning of each collection when sorted by title.
