It is very likely that the address you try to use is the internal address of your computer inside your home network. I'm guessing you connect to the internet via a router. You'd need to a) direct your router to forward the requests it gets from the internet to the computer running the server and b) figure out the public IP address of your router and connect to that. By setting this up, you expose (one port of) your computer to the internet, and you should be aware of the dangers you may face by doing so. Additionally, since there is such a huge variety of routers out there, you'll have to figure out how to setup the router on your own.
Personally, I'd say if you understood the above, go for it. If not, this might be a tad too much to handle- you're essentially setting up an internet server, which is not to be taken lightly.
