I think you've hit the nail on the head there, James. Free downloads tell you nothing about how good (or otherwise) your book is; there are many people who are just "hoarders" who will download anything that's free for no reason other than it is free. It's only by asking people for money (even if it is only 99c) that you'll get an indication of what people think of your work.
