It worked for me just a moment ago. I'd try it again - could be a hiccup in the validation.
Edited to add - Smashwords is definitely having hiccups. After I posted the above, it took me more than five minutes to get through checkout. It kept dumping my coupons before the last step and I had to put them back in. But, it did finally work, so patience got me $12 worth of books for free. So worth it.
