I know originally you had to call Amazon when you reached the limit and let them know which devices had been sold or were no longer in use so that the licenses on those books could be released. I know someone who called in with a few hundred books and spent an hour or so on the phone with CS. I am guessing that after a few phone calls like that the policy changed.

And the license limit is based on the Publisher. Most seem to have it set at 6 but there are some who set it higher and a few that set it lower.
