You don't have to look any further than Barnes & Noble for this. Several versions are available from $.99 to $3.99 for the nook. The $3.99 version includes the navigation you require.
You can, of course, find copies of it for free (as it is in the public domain) in various formats, but it might be difficult to find them with such easy navigation.
