In order to pass the Japanese Car driving license test one must put on the emergency break every time you come to a complete stop. This included stopping at red lights and stopping at stop signs. (Local folk usually have to change their emergency break cables often...  )
The rationale behind this is that in the event of a rear-end fenderbender, the effects won't domino.
