In order to pass the Japanese Car driving license test one must put on the emergency break every time you come to a complete stop. This included stopping at red lights and stopping at stop signs. (Local folk usually have to change their emergency break cables often...

The rationale behind this is that in the event of a rear-end fenderbender, the effects won't domino.
