Realisticly speaking, all of the Kindles are made to work across the globe. If you got a US model it should work in Vietnam or Belguim. I just know that the US folks cannot order the International version and International folks cannot order the US version. The only work around is if you know someone in the US or another country.

Everyone I know that has a Kindle here in Malaysia has the US version, regardless of what type of Kindle, 3G or WiFi, because they ordered and had them delivered to a US address then couriered to Malaysia.
The people I know with the 3G version have both used the 3G to download and said it worked fine, although I didn't think to ask if there was an added charge. All of their Amazon accounts have their addresses somewhere in the US, one is using the address of the White House and Amazon allowed it? As for the WiFi only models, they have no issues but my guess is that WiFi is universal and there is only one flavour.
