Well, I asked about the moral concept of stealing you were using and I do not se how you can define that from Kant's categorical imperative. A moral definition of stealing must probably include a definition of property and a definition of what actions done to that property is considered morally to be stealing.

It is impossible to discus this from an ethical/moral standpoint without clarifying the terms. If you just want to discus what is morally wrong do not use morally undefined terms like theft and stealing.
