Yes, though there are challenges. Amazon, despite authors such as myself distributing ebooks world-wide, doesn't. Their infrastructure doesn't support that flexibility. So I have to purchase my kindle books using a credit card with a US billing address (remember, I live in both Seattle and China ;-). I wouldn't be able to buy my own kindle books.
Since I've had similar trouble with the Apple ITunes/App Store (music has lots of licensing/distribution issues) I use that credit card there too, so I can't comment on iBooks.
Anyone else have experience to share? What eBookshops will distribute without any hassle?

Daily Science Fiction is a publisher of science fiction sent to you via email or their website, and in some fashion (annually?) they are going to release eBook anthologies. I'll tell you what, getting your reading through email is easier than any ebook reader I know of. :-) And if you're a writer, they pay damn well.
