It may not occur at all; not everyone experiences it. I could speculate as to why, but contemplating all the possible factors involved makes my head hurt. I bought a cover for a friend for Christmas and she hasn't had any problems.
I'll make one interesting speculation though: They may have started getting more reports of the issue once the seasons changed. Winter=dry.
