I'm beginning to think what you should do, if you have one near you, is call Geek Squad and have them come check out your system.

The fact that Puppy Linux could see and work with the Cybook, on this machine, clearly shows the problem is in your Windows setup. You know, it's probably going to be some simple "I should have seen it" thing, but at least we now know it's not a problem with the Cybook. So you ARE making progress.
