In the US it could be Creoles, Geechees, Hawaiians, Hispanics, Philippinos, Chinese and

inner city Blacks

among many others who might have a distinct dialect. The fact of the matter is that making fun of someone’s accent is a universal form of black humor; and it is just as disgusting no matter where it is invoked.
In Hawaii, we have a rich cultural diversity and as a result many accents and dialects. We also have a large military presence and have many soldiers and sailors and airmen who are perhaps not used to it. One of the mistakes that many of them make is to assume that because someone speaks with a different accent than they are used to that the speaker is somehow stupid. For most, they only make that mistake once.
