You can tell which IE version is is by clicking the ? icon at the right side of the screen, and selecting About Internet Explorer.

If you are using IE8 (though something else, anything else, is strongly recommended), click Tools/Internet Options. Select the Advanced tab. Scroll down to the section labeled Multimedia, and uncheck the box labeled Play animations in web pages" Restart the browser. I believe that will do what you want.
