I know it says DIFFERENT USER but I only have the 1 Amazon Kindle account! I have never had 2 different accounts and this book was a very recent purchase.

That is how it most definitely works for me, I've tested it and displayed the results. I have the latest 3G K3 Kindle and it's on the 3.0.3 firmware. I would find it strange if other Kindles behaved differently but if you can transfer Amazon DRMd books from any kindle app to another that's a bonus for you then I guess!

What it boils down to is that people should test it for themselves.
