First, you can go to the amazon website and set your spending limits to $0.00 (and remove your credit card from the 1-click options) if you want to prevent purchases from the Kindle itself and prevent "accidental" purchases.
Second, yes each page turn it goes dark for a tiny split second then goes back to normal. I have seen various e-ink readers do that. That is how you know it is turning the page rather than the text just changing and you thinking you might be on the same page. If you happen to be looking away and see the screen go dark then it should catch your attention and realize you accidentally flipped pages.
Personally that is why I went with the wifi-only version. I know 3G coverage is so-so (since it is through AT&T and their signal sucks here). One option would be to return it and exchange for the wifi-only version. Your books would still be Archived on their site and accessible for the new one when it arrives. The only purpose for 3G is buying and downloading books away from home. Personally I would not use the 3G since it is easy to go to wifi hotspots or using home wifi to access the same info.
