Yes and that is especially true of the "price set by publisher" titles, it seems.

One of the UK free titles today isn't even free for UK customers in the US store (you are supposed to be able to use either store interchangeably, with only currency type, VAT and blog/subscriptions the difference, but this is the second one I've seen where they tried to force a move of your Kindle account to the UK side to get the free book.
