Not really a joke. It's just that most people believe that decades and centuries and millennia begin on the "0" year; and not the "1" year.
Ask someone when the 1960's began and chances are they'll tell you it began in 1960. That, of course, is wrong. It began in 1961 and ended in 1970.
Some people really get worked up over this and a heated debate ensues.
