Maybe he was also a collector of old ammunition? The house is very young, 15 years old, so it could not be there since ...back then. Then again, when they make modern gardens they usually dig up some rubbish in the place and say it is a natural ground. Maybe it was dug up when the house was built and it is a pure chance I found the shell only now.
I don't know about England, but a lot of people here re-load. some just like to, and others have a hard time finding the right bullets. I shoot a fairly unusual calibre, .32 Marlin rifle. I ALWAYS keep my brass. either I reload it, or trade it to someone who does do reloading. maybe that is why that was kept
