Gevelot is a French company that used to manufacture ammunition until the end of WWII. After the war they switched to the car industry and other mechanical engineering products.

The cartridge itself is for revolvers (handguns) and is a 38 S&W Super Police, a variant of the 38 S&W which was developed in 1877. The round is fairly anemic and about as powerful as a 38 Special.

I don't think it's being manufactured any more.
