It doesn't have to be penetration. Two women can quite easily make a sex scene that is quite explicit, or there's the heterosexual oral version.

It's the same difference as "implicit" and "explicit" when we talk about what we write and say. "This and that "implies" that [whatever]". Or "he explicitly mentioned the status quo being unreasonably", to give a couple of examples.

I found that explaining how sex works doesn't take too long. The rest is moralizing: "Be a gentleman, many boys are after this, you don't do this because..., etc..." My parents and their parents and my wife's parents and her parents had similar training and they were all very nice people. But, that's irrelevant.
Yup, partly. But you're right that it doesn't take long if it's done properly, but I disagree that the rest is necessarily moralizing. It's only moralizing if you decide you will moralize (or rather: Not decide to not moralize), but rather talk with the kid instead of preaching morals. But that's a whole bucket of hurt if we're to talk about such nuances in specific circumstances, giraffe language and so on.
