it doesn't cost extra to download books purchased from amazon (whether you are buying a book for $9.99 or $0.00 from amazon doesn't matter), unless you are outside the u.s., in which case i think it's $2 extra per book. meaning, yes the 'free' books are two bucks. but i think that's only if it's done over the 3g whispernet. (just realized htat i have no idea whether the 3g on the k3's is international. i will inform myself now, because now i must know.)
e-mailing documents to amazon for conversion and downloading via whispernet -- for example an article you find on the internet but would prefer to read on your kindle -- is a different thing. that costs 15 cent per mb. i have my max document charge set to 0.00 as well. if you're using something like instapaper, it's a good idea to set some kind of limit, because material sent automatically can add up quick if one isn't paying attention.
