The only library I am aware of that you can buy membership from if not a resident is the Philadelphia Free Library.
However, wait lists will be long because everyone seems to have the same idea you did.
Go ahead and put yourself on the wait list, at least you'll eventually get to read that best seller for free!
In the meantime, there are over 15,000 public domain books available here......click on the link below for help.
