Once you've connected to a WiFi network and registered your Kindle, or have purchased it pre-registered, you no longer need to connect the Kindle via either WiFi or 3G to purchase and download books from Amazon.

You can purchase them from a computer using the "Download to Computer" option. You will be asked on the next page to choose which of your registered Kindle devices you wish to use and the DRM will be generated for that specific device. The downloaded file can then be copied to the Kindle's "documents" folder via USB.

This differs from using Kindle for PC (or Mac or ...) to download the books. When using Kindle for PC the DRM is coded specificly for that copy of Kindle for PC. preventing the file from working with any other Kindle, device or app.
