There is no control on the recieving side. That is, there is no way to enable WiFi without enabling 3G at the same time.

If your Kindle is connected to a WiFi access point, Whisper sync (wireless networking) will use WiFi in preference to 3G. You can avoid any charges for downloading over 3G by simply not syncing when there is no WiFi connection.

There is a way of controlling documents that are emailed to your Kindle. When sent to [your-name]@Kindle.com the same rules apply as those for general syncing, WiFi unless no connection and then a fall back to 3G. If you use the [your-name]@free.kindle.com address, they will never use the 3G connection and will only download when there is a WiFi connection.
