If the Kindle is a Wifi only and the radio (wifi) is off there is no possible way for Amazon to turn the radio on. It just can't be done the radio has to be on for Amazon to do anything to the device. The 3 users in Mexico would have had to have the device's radio on for anything to occur. I'll spare the lecture to the OP
