1,07 was for the toll (I just checked: it is 3.7%, not 7%. sorry ).
It doesn't work like the income tax - so either you pay nothing, or you multiply the whole amount by 1,037.
The VAT related law has nothing to do with the toll, though (although in France the vat-free amount can be equal to the toll-free one. This would make the calculations easier ).
So, the VAT is computed basing on the total amount, enlarged by the toll (if the amount is a subject of the toll).
In Poland the vat-free amount is 22€, so, buying sth for less than 150€, but more than 22€, you'd pay the amount*(1+VAT).
Buying sth for more than 150€, you'd pay ([the amount*(1+toll)]*(1+VAT)).
In practice, ordering for less than 150€, it is probable that they won't charge anything (the luck factor). Ordering for more than 150€, it is still probable they won't charge, but the probability is far lower
