When Kobo staff were asked about this the day of release, they said that the files would be sent to the International partners within a couple of days. Then each of them will review the files and make them available to their customers.
I don't know why exactly it is done this way. It might just be that holding back a couple of days makes sense in case the initial rollout reveals something unexpected.
