I agree. One of my best friends has been happily married to her step-brother for over 20 years. They were both well into adulthood when they first met, though, so it's not like they even grew up together. I can't remember whether they met through their parents or vice-versa.
But according to that law, it would be incest, either way.
So...yeah... dumb law.
