if you downloaded the install .exe you may have to right click then unblock it before it will run. happens to me whenever I downoad stuff with chrome, less so when I download with IE8.
windows 7 assumes internet downloads of .exe files , which are not from microsoft, are unsafe - unless you overrule it via file properties.
