How can this be justified?

Saw this book in Indigo today, checked online when I got home and the hardcover edition is the same price - $7.59 with iRewards membership ($7.99 without). The eBook is $11.99!!!

Having just purchased a Kobo for my wife and considering getting another one for myself, when I see examples such as this one - there are lots of others - I wonder if publishers/distributors are taking unfair advantage of people buying and using these devices. I'll pay a reasonable price for anything but I'm sure such practices will only encourage piracy.
