This has been my experience in the last week. I don't have a Kindle, but when I registered my Kindle4PC I gave my aunt's address in the US. I wasn't in the US when I registered. Someone from Amazon (it appeared to be an actual person, not an autobot) advised me that I'd tried to download from outside the US and could I provide ID to demonstrate that I was in fact a US resident. Unfortunately I deleted the email so I can't c&p it here.
