I don't see how it's a 'licensing' issue. My stepdad is a Canadian resident who has a Canadian address and credit card and bank and wants to register for an account in iTunes Canada. The only issue is that he happens to be physically located in the US at this precise moment...
I'm going there in a week, so he'll probably leave it until I come. I am going to suggest to them using the US address for now with a gift card.
