Yes, that is quite typical of PDF's, regardless of whether it comes from the library or another source. I recommend that you stick to EPUB's rather than PDF's whenever there is an option. The EPUB files are much better formatted and easier to read.

Some libraries have better selections than others. It is not uncommon to have waits, especially for bestsellers. Usually the waits go quick because you can return the book before the expiration date and often people are courteous enough to do that when they know it's a popular one. At least the books are free, and I don't even have to leave my house or worry about late fees.
