I get that a lot at Borders. As I explained in a blog post, the solution is to open their reader app (Borders Desktop if you don't have a phone app), search by title and add the book that way (it'll say "download" instead of having a price).
After you do, the epub will be in your library.
I don't know what their issue is, but their website and purchase process is truly the worst (which guarantees I only get free books there).
In the meantime, it's been added to Kobo as a free book. Much less hassle and easy to get:
