I guess most programs that "Sync" things have such files, SyncToy does
and ADE has its "manifest.xml" file. With SyncToy you run a "preview"
that examines the pairs and lists all the changes to be made, based on
your settings. You can not only see the changes, like adding a new file,
but you can opt to not make the change for any file or files that you wish.
