I believe the instructions apply to both 32- and 64-bit Windows 7, but since I only have the 64-bit version I can't say for sure.

The dynamic HTML editing control only seems to be used for some of BD's functions. I found, for example, that the "Search and Replace" dialog wouldn't appear until I'd installed it.
