You have the gist of it.

You have options when downloading from your Amazon "Manage your Kindle" page:
Deliver to Kindle
Deliver to Kindle 4 (PC/Mac/Blackberry/Android...etc)
OR
Transfer via Computer

Only files downloaded using the "Transfer via Computer" option can be sideloaded via usb to your Kindle. You can re-download any previous purchases you have made at any time using this method.
