Since I do not use Windows I cannot do that
But I tested to generate a file just adding a sub TOC after the first and referencing it using the "id" attribute and using my Perl script lit2mobi (
http://www.ida.liu.se/~tompe/mobiper...perl-0.0.5.tar) to convert to mobi format and it worked OK on my Cybook. You get the sub TOCs on different pages that are in the end of the book but that is a feature since it is sometimes faster to just go some pages forward than choose someting in the TOC.
