Yes, the US kindle will work fine for both 3G and Wifi. I have a US version too (in Australia). The signal is strong, and free for websurfing, plus purchasing books from the Amazon site. The only thing she will have to pay for is if she is subscribed to magazines and blogs, AND she wants to download via 3G. I think that will cost $4 a week. But she will be able to download these for free is she only uses wifi.
The cable cord you get with all Kindles can be plugged into any laptop for charging, or the blackberry charger will work. I have heard now that the iphone USB charger will charge the kindle 3 (but it didnt charge the kindle 2). Or she could buy the Amazon charger for Australia.
