I suppose it rather depends your definition of best and affordable. I don't know whether you already have an e-book reader, as your device is shown as "None". If you can afford it, the Sony PRS-650 includes two English dictionaries: (1) New Oxford American Dictionary - Second Edition © 2005 (2) Oxford Dictionary of English- Second Edition © 2005, as well as ten bilingual dictionaries.
