The small delay between sending two PMs is to prevent potential spammers from sending lots of messages very quickly, by means of automated spam tools. I can see that this may be annoying for some, and I'll do some changes so that the delay is significantly reduced for members who are with us for a longer time.

A limit is required mainly for performance reasons. But it's possible to increase the current limits; we'll go over them next and adjust them accordingly.
