What is the wait time, KK? (I don't send PM's that much, so I've never come across it)

I suspect though, like a few things around the background, the wait is probably related to spam. One of the spam things we deal with is PM-spam (which is also why the "!" Report button appears top-right on each PM). The problem with PM spam is that I don't think we can remove it from everyone's PM inboxes, assuming a spammer has gone nuts. So, if the delay exists, it limits the spread before someone reports it and we shutdown the spammer.

I'd guess the second is just about limiting share of total resources, though I don't really know. I can ask though (I'll Report your post... see what the folks out the back say).
