No.
There are two kinds of USB connections: USB host that allows peripherals to be connected through it and USB-client that is used to connect to a host computer. Most portable devices have USB-client connections.

If you're looking for an Android webpad/tablet with USB host, look to the new Archos line. Quite a bit pricier, though; almost double IQ pricing for the 7incher.
