I think they do...The international 3G connection must be expensive, but I'm just asking some possibilities. Also if when you are abroad and your cellphone internet connections are expensive, you may always want to check email or twitter using kindle, but the e-ink screen is really not designed for that...so maybe share it to other device would be a good idea?
And about the developing problem, I think the jailbreakable, linux-based kindle system should be really easy to develop, but is the lack of more applications is caused by weak cpu and small memory?
