Yes, I woul'd assume so.
I'm *working* on a ship in international trade/waters with a satellite connection. Our uplink is located in UK, but Kindlewise Amazon UK is still off-limits for me.
(On the other hand, I had no problem fixing myself a british Spotify account and buying apps from Android markets which (before) was not opened for in Norway).
