On my Toshiba Laptop I have to configure the USB ports as to whether they will charge a connected device such as a cell phone or simply act as data transfer when a usb cable is attached. Maybe your laptop has a similar configuration setting somewhere and is not charging attached devices - will other devices charge when attached to the usb port??
