Libraries in the UK have gone the same way, I think it's just to get people through the doors in the same sort of numbers that they used to before the internet. If they just loaned books, I don't think many people would bother with them any more. Once you've paid for parking or a bus ride to the library you've pretty much spent the cost of a second hand book from Ebay anyway.
